Yes. The tracking feature counts anonymous totals per button — nothing else. No IP addresses, cookies, session identifiers, or fingerprints are stored or transmitted. A privacy policy text template is included in the admin panel that you can copy directly into your privacy policy page.
Yes. Under Display Rules you choose between Everywhere, Only on selected, and Everywhere except selected. You can target the front page, the blog index, archives, search results and the 404 page, whole content types (every post, every page, any public custom post type), and individual posts or pages by ID. A common setup is Everywhere except selected with the contact page excluded, so the bar never duplicates a form the visitor is already looking at.
The bar keeps showing everywhere, and the settings screen says so. A half-finished rule never blanks the bar across your whole site — you have to name at least one target before anything changes.
