Yes. The templates are designed against Bloqra's theme.json presets, so they need Bloqra or a child theme of it to look right. The plugin tells you if the theme is not active.
No. Importing only adds pages, posts and images. It does change your homepage and blog page settings, which you can switch off before importing, and which the Tools screen can restore.
Yes. Uncheck everything except the page you want. The homepage is always included, because a starter site without one is not a site.
No. Every template is free to import. Some are built with blocks that live in a different plugin — the same way a store template needs WooCommerce — and the plugin tells you which plugins a template needs before you import it.
Only when you press the button for that plugin, one at a time. Each template lists what it needs under "This site needs", and a plugin hosted on WordPress.org gets its own Install or Activate button there. Nothing is installed or activated by importing, and the Import button stays disabled until the list is settled, so the import itself never changes which plugins your site is running. Plugins that are not on WordPress.org are only ever linked to — this plugin will not download them. Nothing is ever deactivated.
The template still imports, using placeholder images. The Tools screen has a "Download the real photos" button that fills them in later when the connection works.
Yes. Appearance → Starter Templates → Tools → Remove imported content deletes everything the plugin created and restores your homepage settings. It only ever removes what it created itself.
