Because that address is stored before an order exists, WooCommerce's own privacy tools cannot see it, so this plugin registers its own. Abandoned carts are included in WordPress's Export Personal Data and Erase Personal Data tools under Tools, and suggested wording for your privacy policy is added to the Privacy Policy Guide. Erasing anonymises the record rather than deleting the row, so your abandoned-cart counts do not change.
Not unless you turn it on. Out of the box the popup is disabled entirely, and even once enabled it says "Someone just purchased" - showing a first name is a separate, explicit opt-in, and a location is never shown at all.
