Does this plugin send my data anywhere?

No. It contains no HTTP calls at all. It only tells WordPress that four existing SEO fields may be read and written through the REST API by users with editing rights.

Do I need Yoast SEO or Rank Math?

You need one of them for the fields to have any effect — the bridge just makes their fields reachable via the REST API.
