Install this plugin then you can create number of shipping rules for postcode and save settings.

SETTING EXAMPLE
If you want to set the followin postcodes:
- From 20.000-000 to 30.000-000 and 60.000-000 to 70.000-000 for $50 (20.000-000 included and 30.000-000 excluded)
- 30.000-000 for $100 only
- 30.000-001 to 40.000-001 (40.000-000 included and 40.000-001 excluded) for free
20000000-30000000|60000000-70000000:50
30000000:100
30000000-40000001
The last line can be write as 30000000-40000001:0 too. Don't need to put 0 on the end.

Automatic installation
Automatic installation is the easiest option as WordPress handles the file transfers itself and you don’t even need to leave your web browser. To do an automatic install of WooCommerce, log in to your WordPress admin panel, navigate to the Plugins menu and click Add New.
In the search field type "Per Postcode Shipping" and click Search Plugins. Once you’ve found our postcode shipping plugin you can view details about it such as the the point release, rating and description. Most importantly of course, you can install it by simply clicking Install Now. After clicking that link you will be asked if you’re sure you want to install the plugin. Click yes and WordPress will automatically complete the installation.
Manual installation
The manual installation method involves downloading our postcode shipping plugin and uploading it to your webserver via your favourite FTP application.
- Download the plugin file to your computer and unzip it
- Using an FTP program, or your hosting control panel, upload the unzipped plugin folder to your WordPress installation’s wp-content/plugins/ directory.
- Activate the plugin from the Plugins menu within the WordPress admin.
