No. Every portal can take payment by voucher: you take the money your own way, such as a bank transfer or an invoice, then issue a code for that amount, and the advertiser's credit is ready to spend on your slots. Check that "Serve my ad slots from my portal" is ticked and saved, and that the page shows the slot (each slot is drawn once per page). A slot with no booked ad and no fallback set in your portal shows nothing, which is correct. Caching plugins may need their cache cleared after a change.
Each slot is drawn once per page, where it first comes up: the same slot twice would show the same ad twice, and your reports could not tell the two apart. Make a second slot in your portal for a second place.
