Choose "Find users according to certain criteria", set User Role to Subscriber, pick the first_name field under User Meta and choose "Meta is empty or missing". WordPress stores an empty first_name for every user who did not fill it in, so "Meta does not exist" will not find them. You can also tick "Only users without posts or comments on this site" to target accounts that never contributed anything.
