Starting with WCA: Google Tools Extension consists of just two steps: installing and setting up the plugin. INSTALL WCA: Google Tools Extension FROM WITHIN WORDPRESS
  1. Visit the plugins page within your dashboard and select ‘Add New’;
  2. Search for ‘WCA: Google Tools Extension’;
  3. Activate WCA: Google Tools Extension from your Plugins page;
  4. Go to ‘after activation’ below.
INSTALL WCA: Google Tools Extension MANUALLY
  1. Upload the ‘wca-google-tools-extension’ folder to the /wp-content/plugins/ directory;
  2. Activate the WCA: Google Tools Extension plugin through the ‘Plugins’ menu in WordPress;
  3. Go to ‘after activation’ below.
AFTER ACTIVATION
  1. You should see (a notice to start) about WCA: Google Tools Extension activation;
  2. Go through Appearance -> Theme Options -> Extensions -> Google Tools and set up the plugin for your site;
  3. You’re done!

You are probably not running WeCodeArt Framework or a Child Theme of it.

Where are the plugin options located?

The options are located under Extensions panel in Appearance -> Theme Options -> Extensions. There you will find the extension tab settings with 3 fields.
