Use WordPress' Add New Plugin feature, searching "EDD Checkout VAT", or download the archive and:

Unzip the archive on your computer
Upload edd-checkout-invoice-fieldst directory to the /plugins/ directory
Activate the plugin through the 'Plugins' menu in WordPress
